Overview
Atlas Fiscal Solutions (AFS) supported the government institution in strengthening revenue administration systems through targeted reforms in tax policy, customs modernization, and institutional capacity development.
The engagement focused on improving domestic revenue mobilization, strengthening compliance mechanisms, and modernizing tax administration systems to support sustainable economic development.
The project was implemented by AFS partners, former senior officials of the Kenya Revenue Authority (KRA), who collectively bring over 130 years of experience in revenue administration, tax policy, customs systems, and institutional reform.

- Contributed to fiscal policy development and negotiations within the East African Community (EAC).

- Led negotiations that resulted in nine amendments to the EAC Customs Management Act (2004).
- Played a leading role in the rollout of SIMBA 2005, the first internet-based customs cargo clearance system used by KRA and EAC customs authorities.
